Is videoconferencing the most important aspect?
Videoconferencing is only one aspect of the proposed KLC infrastructure, although it is often the thing that people focus on when discussing KLCs. We place great emphasis on using videoconferencing interactively for bi- and multi-lateral exchanges for building greater understanding. KLCs are about providing multi-channels for content, products and services to target audiences and content is just as important as channel.
How will the success of the KLC network be assessed?
The KLC project has developed a complete set of evaluation criteria as part of the next planning process, working with the Delhi pilot team on measurable indicators. These are based closely on the indicators and assumptions expressed within the project plan.
The criteria used include the degree to which the KLCs successfully integrate British Council inputs; the contribution made by partners; the degree of multi-lateralism in KLC usage; sustainability and attitudes of British Council staff as key users.
Where does the KLC project go from here?
The KLC project has had a demonstrable pilot in place since January 2002 in New Delhi and the second in Belgrade since March 2002 while simultaneously planning in more detail a group of geographical pilots for 2002/03 and for 2003/2004. At the end of March 2004 we intend to have around 15 KLCs in place around the world. There will also be significant investment in the development of some content and infrastructure that will be of benefit to the entire global network.
